Sterling is in Loudoun County — different jurisdiction, different permit office, different HOA culture from anywhere in Fairfax. Four ZIPs (20164, 20165, 20166, 20167) cover Sterling proper plus the surrounding Cascades, Sugarland Run, and CountrySide planned communities. These are predominantly newer subdivisions (1990s and 2000s construction) with active HOAs, smaller lot sizes than Fairfax estate areas, and original builder-grade outdoor features that are now 20+ years old and ready for replacement.
